THAT:
A citizen of mature age (21+), sound mind and in good standing in the community (roughly the same criterea needed for a firearms license)
WHO has completed a (defined) term of duty in a disciplined service,
OR has been a net taxpayer over the period of their working life,
SHALL BE: entitled to one vote in any central or local government election or refferendum.
